Concrete Roadway Removal & Replacement: La Bonne Parkway in Manchester, MO

Project Client: City of Manchester, MO

La Bonne Parkway serves as a vital connector for residents in Manchester, Missouri, linking hundreds of homes to major thoroughfares. In early 2024, E. Meier was selected to execute a full reconstruction of this key roadway, a project funded by the City of Manchester with support from MoDOT.

This ambitious project involved the complete removal and replacement of the concrete roadway and adjacent sidewalks, spanning nearly one mile. The design, developed by Horner & Shifrin, prioritized improving ADA compliance, stormwater drainage, and overall road quality to better serve the community.

Key Challenges and Solutions

  1. Traffic Management
Keeping La Bonne Parkway open throughout the project was a logistical challenge. As the only access point for many residents, the road required phased construction with 17 distinct traffic detours. Each section was carefully reconstructed to minimize disruptions while maintaining safe access for both vehicles and pedestrians.
  2. ADA Compliance
The original sidewalks failed to meet ADA standards, with slopes that were too steep and deteriorated surfaces. E. Meier replaced these with wider, ADA-compliant sidewalks, corrected slopes, and installed detectable warning mats at crosswalks for improved safety and accessibility.
  3. Stormwater Management
Addressing longstanding drainage issues, the project incorporated new storm sewer inlets and adjusted road elevations to prevent pooling water and ice formation, creating safer conditions year-round.

Partnership and Execution

E. Meier partnered with several trusted contractors and suppliers to deliver this complex project:

  • Bommarito Construction: Storm sewer installation
  • Robin Lynn Trucking: Material hauling
  • Western Ready Mix: Concrete supply
  • ATK Safety Supply, Inc.: Traffic signs and roadway striping
  • Gerstner Electric: Traffic signal installation
  • Midwest Construction Services: Erosion control and lawn seeding

Together, the team worked under the guidance of Horner & Shifrin and All Civil Engineering to meet the City’s specifications.

Project Outcomes

Completed in late 2024, the La Bonne Parkway reconstruction provides a safer, more accessible roadway that meets the needs of the Manchester community. The enhanced sidewalks and improved drainage ensure a lasting benefit for residents while reinforcing E. Meier’s commitment to quality infrastructure solutions.
